Financial Input and Expenditure

Financial input to the Association shall come from:
  (1) membership dues;
  (2) endowments from individuals of different circles, organizations, enterprises and institutions from home and abroad;
  (3) assistance from the government;
  (4) interests;
  (5) other legal earnings.


 

The Association shall collect membership dues according to regulations of the State.


 

Expenditure of the Association shall be used within the scope of activities as provided by the Charter. The fund making up the expenditure shall neither be misappropriated and diverted for other purposes by any institution or individual nor be distributed among members. When using the money, plans, projects and layouts shall be submitted to the Council or the Standing Council for approval prior to usage.


 

The Association shall follow track and evaluate programs in which expenditure occurs and make adjustment if necessary.


 

Qualified accountants shall be employed by the Association, who shall not serve concurrently as a cashier. The accountant shall complete hand-over procedures perfectly with his successor when transferred or removed.


 

The Association shall build up strict financial management rules to assure its accounting statements be legal, true, exact and complete. Financial conditions shall be under the supervision of the Council or the Standing Council. Financial contribution from the government or public organizations shall be under the supervision of audit institutions and relevant matters shall be made public in a proper way.


 

Before re-election or replacement of the legal person, the financial condition of the Association shall be audited by the agency in charge of the Association and the one it has registered with.


 

The salary, insurance and welfare offered to full-time staff of the Association shall be provided in accordance with relevant regulations of the State for public institutions.
