The Association recruits group members and individual members.
All public organization, enterprises, institutions, and individuals, that accept the Charter of the Association, and join it voluntarily to take part in and contribute to the preservation and development of Tibetan culture will be accepted as members of the Association upon approval of the Standing Council.
The procedures of accession are:
(1) accession application submitted; (2) application discussed and approved by the Council or the Standing Council; (3) membership certificate granted by the Council or an institution authorized by the Council.
Members shall enjoy the following rights:
(1) the right to elect, to be elected and to vote; (2) the right to participate in activities arranged by the Association; (3) the rights to criticize, make recommendation on and supervise the work done by the Association; (4) the freedom of withdrawal from the Association upon application; (5) the right to independently carry out, upon approval, relevant activities within the scope of activities of the Association; (6) other rights consistent with the Charter of the Association.
Members shall fulfill the following obligations:
(1) to observe the Charter of the Association and implement its resolutions; (2) to safeguard the legal rights and interests of the Association; (3) to complete the tasks assigned by the Association; (4) to accept guidance and instruction of the Association while carrying out relevant activities; (5) to support the work and activities of the Association; (6) to report and provide relevant materials to the Association; (7) to pay membership dues on time.
A member who wants to quit the Association shall present a requisition, return membership certificate and withdraw, with the approval of the Standing Council.
A member who delays to pay membership dues for one year or refuses to take part in the activities arranged by the Association is regarded as quitting the Association automatically.
In case of serious violation of the Charter by a member, the Standing Council shall deprive that member of its membership, as it deems appropriate and through a voting.
